2012 Survey

Welcome to my survey for the 2012 legislative session. Thank you for your time in sharing with me your priorities for our state for this year and the future.

Tax exemptions, while making a lot of news, equal a very small percentage of the Kansas budget. The two largest exemptions are sales tax on services and religious organizations. Would you support charging a sales tax on professional services (lawyers, CPAs, engineers, etc.)?


Would you support charging a sales tax on religious and non-profit organizations?


Kansas receives about $3 billion in income tax revenue. Do you support efforts to eliminate or reduce the Kansas income tax?


If you support income tax cuts, some of the following existing expenditures (Source: KS Legislative Research Department) will also need to be cut. Which of these services would you recommend for reductions:
Currently, homeowners and the poor and elderly can claim a number of credits to reduce their taxable income. Reductions in income tax would require some or all of these credits to be eliminated. Please indicate which of these you would eliminate (check all that apply):
Reports from the 2010 census show our 3rd Congressional District has 54,000 too many residents to maintain equal representation with the rest of the state. The largest and most rural district, the “Big First” which includes 66 counties in western Kansas needs to gain 57,000 residents to reach the optimum ratio. Would you support moving Wyandotte County from the 3rd Congressional District in the Kansas City area to join the 1st Congressional District in western Kansas?



Currently, Lawrence is split between the 2nd Congressional District which includes Topeka and much of southeast Kansas and the 3rd Congressional District which includes Johnson and Wyandotte Counties. Again, the 3rd District needs to shed more than 50,000 residents. Would you support moving Lawrence completely into the 2nd Congressional District?



Currently, Kansans must visit a liquor store to purchase liquor, wine and full-strength beer. Do you support the sale of these items in grocery and convenience stores?



The state’s school finance formula was written in 1992 and has been amended to account for the changing needs of Kansas children. Many believe even with the changes, it is far out of date and needs rewritten. One proposal would allow local school districts to increase property taxes or introduce a sales tax to support schools. Would you support this?
If a portion of these locally-raised funds are sent to the State to equalize spending across Kansas, would you support such a measure?


A bill has been proposed to ban abortions once a fetal heartbeat is detectable (6-8 weeks and before many women know they are pregnant), giving legal rights to embryos – even in the case of rape or incest. Would you support this bill...



Federal health reform is not yet fully implemented, but many have serious concerns. Check those options with which you agree:
Do you support the use of toll roads to fund part of the construction of new roads or expansion of existing roadways?


Do you own one or more vehicles for personal use that are all-electric or hybrid?


Many local elective offices hold their elections during the spring while federal, state, and county elections are held in the fall. Would you support moving all elections to the fall of even-numbered years?



Currently, counties are given the option to elect or appoint judges. Should the state require all judges to be elected?
